Why Mitt Romney is standing by Richard Mourdock

Romney isn't disowning the newest Republican with a damaging abortion-rape soundbite for several reasons ? including that it's too late in the game

Indiana Senate aspirant Richard Mourdock has put his Republican colleagues in a bind, none more so than Mitt Romney. Like fellow GOP Senate hopeful Rep. Todd Akin in nearby Missouri, Mourdock made an ill-received comment about rape and abortion ? "I think even when life begins in that horrible situation of rape, that it is something that God intended to happen" ? potentially costing the GOP not only a win but control of the Senate. But unlike with Akin, Romney recently endorsed Mourdock in a TV ad and continues to back him. "We disagree on the policy regarding exceptions for rape and incest but still support him," Romney spokeswoman Andrea Saul said Wednesday. President Obama's re-election team and other Democrats are hammering Romney over this, and his continued support of Mourdock could hurt him with the much-coveted suburban women both campaigns are courting. So why has Romney stuck by Mourdock? Here, five theories:

1. Romney doesn't share Mourdock's views
What do a few "weird comments coming from one candidate for a down ticket office" have to do with Romney? former California GOP chairman Ron Nehring asks Politico. Nothing. Unlike Mourdock, Romney backs abortion exceptions for rape and incest. Case closed. Yes, "Mourdock will and should pay a price for this" foolish detour into theology, but Romney shouldn't and won't, says Jennifer Rubin at The Washington Post. Romney has noted the differences in their abortion policies; "I don't expect he'll have anything to say further, and if he does, he's nuts." Just because Obama wants to focus on "trivial, gotcha moments" doesn't mean the rest of us have to play along.

2. Abandoning Mourdock would be self-defeating
The list of high-profile Republicans backing away from Mourdock is growing ? notables include Sens. John McCain (Ariz.), Scott Brown (Mass.), Dean Heller (Nev.), and Kelly Ayotte (N.H.), plus Rep. Mike Pence, who's running for governor of Indiana ? but there's no upside for Romney in disowning the candidate, says Aaron Blake at The Washington Post. Thanks to the TV endorsement, Mourdock is already pretty closely tied to Romney, adds Alexander Burns at Politico, and every prominent Republican who criticizes Mourdock makes it "harder for the Indiana treasurer to get his campaign back on track and easier for Democrats to nationalize the controversy." Politically, it's smarter for Romney to keep calm and carry on.

3. Many Republicans agree with Mourdock
By continuing to endorse Mourdock while criticizing his rape comment, Romney is "trying to walk a delicate line ? courting women voters while rousing a Republican base that is strongly anti-abortion," says Joel Connelly at the Seattle Post-Intelligencer. After all, Mourdock's view that abortion should be allowed only when the mother's life is in danger is consistent with the party platform, as well as the view of Romney's running mate, Rep. Paul Ryan (R-Wis.). "Liberals seemed shocked by Mourdock's statement and his beliefs," says Amy Sullivan at The New Republic. "I was just shocked that anyone was shocked." All GOP politicians who oppose rape exceptions have their justifications, and as Todd Akin proved, Mourdock's is hardly the most scandalous.

4. And Mourdock's opponent essentially agrees with Romney
Republicans wasted no time pointing out that Mourdock's Democratic opponent, Rep. Joe Donnelly (D), also opposes abortion except in cases of rape, incest, and the life of the mother ? in other words, Romney's position, says The Washington Post's Blake. Not only that, but Donnelly was a co-sponsor of a House bill to deny abortion funding for rape and incest victims. As damaging as Mourdock's comment might be among women voters, "Republicans believe they can level the playing field ? at least somewhat ? by pointing to Donnelly's involvement in that controversial bill."

5. Republicans, and Romney, are stuck with Mourdock
One big difference between Romney's calling for Akin to exit the race and sticking with the Hoosier loser is that Romney just "endorsed Mourdock, with a special pitch from Paul Ryan," and reneging on that endorsement so quickly might be one flip-flop too many, says Kaili Joy Gray at Daily Kos. The other difference? Akin stuck his foot in his mouth in August; now, with the election "less than two weeks away, it's too late for the party to pull Mourdock from the race and find a replacement, and the Republicans, including Romney, are stuck with the guy."

Pandora, Clear Channel, Others Form Lobby Group for Lower Web Radio Payments; MusicFirst Pushes Back

Pandora and Clear Channel are among the founding members of the Internet Radio Fairness Coalition, a collection of companies, trade associations and advocacy groups announced today that are throwing their weight behind bills that aim to lower the rates webcasters pay for the performance of sound recordings.

The group's namesake is the Internet Radio Fairness Act of 2012, legislation that seeks lower webcaster royalties by changing how the Copyright Royalty Board (CRB) sets rates. The proposed legislation would replace the "willing buyer and willing seller" standard with the 801(b) guidelines used by satellite radio and cable. Using the 801(b) guidelines would allow the rates to be set using criteria that take into account the public interest, the return earned by copyright owners, the minimization of risk in the industry, and the interplay between creative contribution and capital investment.

Other founding members of the coalition include Consumer Electronics Association, terrestrial broadcaster Salem Communications, AccuRadio, Small Webcaster Alliance and Computer and Communications Industry Association.

Business Matters: The Truth About Pandora's Payments to Artists

Record labels and webcasters have different definitions of fairness. Record labels will be putting their support behind a bill, currently in draft form, by Congressman Jerrold Nadler that proposed to bring satellite radio and cable radio rates up to the level of webcasters.

Each side should have a chance to speak on the record soon enough. Sources say a Congressional hearing is likely in either late November or early December.

Clear Channel has already found some market-based solutions. The company has negotiated direct licenses with Big Machine Label Group and Glassnote Entertainment that cover both terrestrial and webcasting royalties. Terms of those deals have not been disclosed.

"We believe that market-based solutions are the way to go," said Bob Pittman, CEO of Clear Channel. "But in the absence of these agreements, the CRB needs to have and consider more relevant information so they are better? able to develop a rate structure that will lead to a healthy, sustainable Internet radio marketplace."

musicFIRST quickly came out against the creation of the coalition. Executive Director Ted Kalo said in a statement that supporters of the bill were trying create momentum where none exists. "This bill is now commonly known as the 'Screw Artists Act' because it would produce a windfall to millionaires, mandate a pay cut for artists, and provide no benefits to subscribers."

The organization says artists, music creators and other people wrote over 11,000 letters to Congress opposing the Internet Radio Fairness Act last weekend.

Marine Garrett Anderson Explains How Fallujah Made Him Fear ...

It was early, a good friend was calling and the phone was ringing.

I hate the phone; anyone who knows me, knows this. It is a strange irrationality of mine, but my level of discomfort turns to panic as each ring passes.

Sometimes I flip a switch inside and pick it up, other times step outside myself, watch it play through to the end ? then take a moment to recover.

I hate the phone because I was a platoon radio operator during the battle of Fallujah, when I was nineteen, and every time somebody called me out there it was a serious fucking emergency.

I had to monitor the net (field communication network) for unit reports on friendly movement so that my platoon did not walk into another?s gun fire.

One time I had told a tank that it would be clear to fire on a building, shortly after I watched a dozen Marines from another platoon take cover behind the same building, out of sight of the tank. The tank?s turret shifted and pointed toward the building.

When there are too many people talking on a radio channel, the net gets tied up and I have to wait for a person to stop talking before I can talk to them. I frantically held down the button to my handset repeating over and over, more panicked and more panicked, ?Cease fire, cease fire, cease fire!? When I let go of the button I could hear the tank power down with a sound like a vacuum cleaner and my handset answered back, ?Roger, cease fire.??

Other times I would need the radio to call for a medical evacuation of friends who had been shot or killed or hit by explosives.

Most days my ear was stuck to my handset for eighteen hours and nothing special but during the times that nothing happened a person could not help but to wonder what the next horrible phone call might be.

When I turn my knob to our battalion channel sometimes the breaking news of the day is a friend from another company has just been killed; or I am sleepy on hour seventeen but keep nodding to the sound of empty radio static that makes a noise like television snow while filled with a cold panic that if I go to sleep, my friends would die because of me.

Sometimes my friend Nate Douglass would call my apartment late at night and I would not pick up. I would want to cry for fear, but did not feel well enough to help someone who needed real help. I would take a moment to recover and carry on with the endless web surfing. He just wanted to talk, so did I, but war is a bitch and we both know it.?

One time I picked up the phone for a number I did not recognize and it was Luis Munoz, our old point man.

He had moved back to Mexico after the service and was calling to tell me about the violence he was witnessing, he said it was worse than Fallujah and he had a child to raise. He had been shot through the leg in Fallujah so bad that he was told he would never walk again.

When we reunited Luis was in physical therapy walking with a cane in his early twenties, by the time he was discharged from the Marines as a wounded warrior he was jogging.

Rich Casares had been hit by an enemy hand grenade in Fallujah, which had damaged one of his eyes. The doctors put an air bubble behind it; I had to write him because he was in a Texas Prison, when he wrote me he would ask for a picture of Fallujah that looked really good so he could have it tattooed across his back.

Paul Johnson has a kid and soon will Donald Blais, they live in Connecticut today and during the battle rushed into a burning house to ferry the bodies of their wounded friends, without being ordered to.

One early morning in my dark apartment I picked up the phone for Nate Douglass who had also been hit by an enemy hand grenade.

We had been best friends in Fallujah.

We talked about our struggles coming home and then we talked about the day he'd been hit by the hand grenade. He would reference the morning and I would retort with my perspective of the same thing.

When we got to the operation he would talk about what he saw inside a house while I would tell him what I saw outside of that house. I realized that the story flowed naturally and that if I had the other members of our platoon who were there that day I was sure that they could reconstruct the story with even more depth.

I told Douglass that night that I had an idea for a documentary that would tell a story of real life heroism and struggle that might answer questions for outsiders and those just returning from their story.

$750m Eurobond to service economic growth points | Times of Zambia

FINANCE Minister Alexander Chikwanda has assured the nation that proceeds from the US$750 million Eurobond will be used on growth promoting infrastructure projects.
Mr Chikwanda said in Lusaka yesterday, when he unveiled the 2013 National Budget, that the Eurobond proceeds would not be used for consumption as alleged by some concerned? sections of society.
Following the Eurobond successful inaugural entry on the international capital market in September this year, Government intends to propel infrastructure development of the country which would include mainly the transport, energy, human capital and access to finance, fees and transactions costs as well as discount premium.
Mr Chikwanda said $255 million would be injected in the energy sector mainly to address generation and transmission.
The road and rail sectors under transport would receive $430 million while human capital and access to finance, of which rehabilitation of central hospitals and access? to? finance small and medium? enterprises under the Development? Bank of Zambia, would receive $29 million and $20 million, respectively.
Fees and transaction costs would cost $1.4 million and the discount premium would cost $14.6 million.
On inflation, Mr Chikwanda said the Government aimed to maintain low inflation of not more than six per cent.
?In this regard, the Bank of Zambia will regularly review the performance of the Policy Rate and continue to use market-based instruments.
?In the foreign exchange market, the Government will maintain a flexible exchange rate regime and BoZ will only intervene to smooth short-term volatility and continue to build reserves,? Mr Chikwanda said.
He announced that in January next year, the central bank would effect the minimum nominal capital requirement from the current K12billion to K104 billion for locally owned banks and to K520 billion for foreign owned banks.
This would promote stability of the financial sector and enhance commercial banks? capacity to lend to the private sector.
?The level of financial sector intermediation is still low, with only 37.0 per cent of the bankable population having access to banking services.
?The lending-savings rate spread remains wide and our private sector lending to GDP ratio is low relative to regional averages,? he added.
In view of this, he said a Bill would be tabled before Parliament aimed at strengthening corporate governance in the sector, and enhancing both competition and consumer protection.
On debt and aid policy, the 2013 Budget indicated that with Zambia becoming a lower middle income country, access to grants and concessional loans would decline.
?While we continue to engage our cooperating partners in sourcing concessional loans and grants, Government will increasingly need to resort to non-concessional loans to supplement domestic resources to finance development,? Mr Chikwanda said.
He vowed to remain focused on sound financial expenditure and to ensure the country did not fall back into debt.
He said debt sustainability analyses would be conducted to promote transparency.
In the mining sector, Mr Chikwanda noted that the current problems in the management of mineral resources included the lack of systems to monitor and account for what was produced and exported, thereby adversely affecting domestic resource mobilisation efforts and development planning.
The Government would decisively address the matter through adequately resourcing and equipping the Ministry of Mines, Energy and Water Development to enable it to assess the nature, quality and quantity of minerals being mined and exported.
?To further augment these efforts I will present to this House a Bill to strengthen penal sanctions for false reporting of minerals and this entails that all mineral exports and proceeds will be strictly monitored through an integrated framework,? he said.
Mr Chikwanda said to further ensure continued accountability of public resources, the Government was currently designing a new framework of the public expenditure and financial accountability, which would expire in December this year.
He announced that one critical area in the new framework was public procurement reforms, and that from January next year, the Zambia Public Procurement Authority (ZPPA) would no longer undertake procurement on behalf of procuring entities but would assume a new role of oversight and regulating? public procurement.
He added that the use of direct bidding or single sourcing would require approval of the ZPPA until full decentralisation was completed.
On the decentralisation policy, he said the devolution of power to democratically accountable councils remained a central goal of the Patriotic Front administration.
To demonstrate this, Government would fiscally empower councils beginning next year by initiating revenue sharing arrangements and assist them to dismantle their debts and outstanding contractual and statutory obligations.

Chicago schools chief Jean-Claude Brizard, recruited just 17 months ago by Rahm Emanuel, is stepping down nearly four weeks after the teachers strike. He reportedly infuriated the mayor.

Nearly four weeks since the end of the first teachers strike in 25 years, and 17 months after being recruited from Rochester, N.Y., by Chicago Mayor Rahm Emanuel in May 2011, Chicago Public Schools CEO Jean-Claude Brizard is stepping down.

Mr. Brizard?s resignation, announced in a statement released early Friday, highlights the difficulties school administrators face in the Chicago system, where school officials are more directly answerable to City Hall and vulnerable to the political pressures on the mayor.

Unlike previous administrators of what is the nation?s third largest public school system, Brizard was touted as an educator first and a business administrator second. His battle scars earned by dealing with a teachers union in his previous job showed Mayor Emanuel that Brizard had similar mettle for dealing with contentious labor issues in Chicago.

Brizard also believed in many of the reforms Emanuel wanted to implement, such as pushing forward more charter schools, closing underperforming schools, and establishing pay grades based on teacher performance and not seniority.

But Brizard was largely absent from view during last month?s strike, a combative standoff that left Emanuel vulnerable to criticism by voices on both the political right and left. Brizard reportedly infuriated Emanuel by taking a vacation in the days leading up to the strike, and his absence from the public eye during negotiations raised questions among Chicago Public Schools (CPS) employees whether he had resigned. That led Brizard to send an e-mail to staff denying the rumor.

In an interview with the Chicago Tribune Friday, Brizard suggested that his management style did not fit well with City Hall. ?I call it a marriage that was perhaps imperfect. My style and personality is maybe not what the mayor wants. I have felt he is not comfortable with me,? he said.

Media accounts suggest Emanuel was critical of Brizard?s management decisions involving key hires within the system, and as mounting news stories made that displeasure public, it became clear Brizard was a liability.

?The questions about J.C. became a distraction from what we had to do. We had a mutual agreement [that the distraction was] not helpful.? It kept on becoming about the static and noise about J.C. He said, ?Look, getting the schools right is more important than me,? ? the mayor told the Chicago Sun-Times Friday.

BRUSSELS (Reuters) - The European Union won the Nobel Peace Prize for its long-term role in uniting the continent, the Norwegian Nobel Committee said on Friday, an award seen as morale boost for the bloc as it struggles to resolve its debt crisis.

Saints quarterback Drew Brees isn?t happy with the league office.? And he continues to talk about it.

Specifically, he remains concerned about the power that the Commissioner possesses.

?Just the fact that, these unilateral decisions can be made without any kind of oversight, just seems like there?s ? and I?m not talking about the decisions that are made when a guy gets a DUI, or when a guy gets a weapons charge, or gets caught making bad decision in that regard,? Brees tells Sean Gregory of TIME.com.? ?You know, it seems like there?s just this abuse of power in a lot of ways when it comes to things like certainly the bounty allegations and accusations.?

But here?s the thing.? Roger Goodell has the power that the players collectively have given him, via the process of collective bargaining.? And Brees, as a member of the NFLPA Executive Committee, was directly involved in the decision to sign off on a new Collective Bargaining Agreement that preserves the Commissioner?s power.

The union erred, in our view, by agreeing to a new economic formula, sending players to training camp in 2011, and then haggling after the players were back to work over non-monetary issues, like the Commissioner?s power.? Instead, the NFLPA should have insisted on getting everything worked out before anything was worked out.? Once the players had returned to their teams and the lockout essentially ended, the players had no leverage.? So Goodell dug in on his power, and the players had no option but to shrug their shoulders and accept it.

Then there?s the fact that the Commissioner?s power isn?t nearly as unlimited as Brees and others would have us all believe.? For example, the restraints on Goodell?s authority resulted in the suspensions of the four players being vacated last month ? and the new suspensions eventually could be vacated, too.

Of course, none of this means that the Commissioner properly has been exercising his considerable authority.

?Disappointed with the way that the replacement referee situation went down,? Brees said.? ?Really a lack of accountability from the top down.? Also, I feel like, in large part, this bounty scandal, so to speak, is a big facade, and a way to cover up the shortcomings of the league, and the commissioner, with regards to player health and safety over the last three years.?

Plenty of people feel that way.? There?s a chance that more than a few owners share those views, and they?ll all be getting together next week in Chicago for the first time since the bounty scandal and the referee lockout blew up in the league?s face.

Nearly 35,000 Mainers affected by TD Bank security breach ...

Nearly 35,000 Mainers may have had their personal information ? including Social Security and bank account numbers ? compromised during TD Bank?s March security breach.

In a letter to the Maine attorney general?s office dated Oct. 5 and received Oct. 11, TD Bank?s chief privacy officer acknowledged that two computer data backup tapes went missing while they were being shipped to a TD Bank location. The letter said the tapes may have included not only names, addresses, Social Security numbers and bank account numbers, but also dates of birth and driver?s license numbers for 34,907 Mainers.

TD Bank?s notice to customers did not mention that dates of birth and driver?s license numbers may have been among the missing data. Both pieces of personal information can make identity theft easier.

The breach affects customers throughout TD Bank?s East Coast coverage area, from Florida to Maine. TD Bank spokeswoman Rebecca Acevedo has declined to say how many customers were affected overall, but the bank?s letter to the Maine attorney general?s office, which details the number of Maine customers affected, was obtained by the Sun Journal as a public document.

Although the breach occurred in March, TD Bank did not begin notifying customers until a couple of weeks ago. Acevedo said the bank held off as it conducted an internal investigation. That investigation is ongoing and the bank has contacted Massachusetts law enforcement, as well.

TD Bank officials say there was no indication the data had been misused.

Maine law requires companies to notify the state, as well as customers, of security breaches. TD Bank sent out notification letters Oct. 3 to affected Maine customers. Although letters continue to to be sent to customers in other states, all affected Maine customers should have been notified by now. Only affected customers got letters.

Some customers have complained that TD Bank should have told them sooner that their data was lost, putting them at risk of identity theft. It is unclear whether such a delay is allowed. Maine law permits businesses to conduct investigations before notifying customers of security breaches, but notifications must be made ?as expediently as possible and without unreasonable delay.?

Officials with the consumer protection arm of the attorney general?s office were unavailable for comment Thursday. That office could help gauge whether TD Bank?s notification was made expediently and ?without unreasonable delay.?

TD Bank has offered to transfer funds in affected accounts to new accounts and to provide affected adult customers with a year?s worth of free credit monitoring.

TD Bank has nearly 1,300 branches nationwide, including 54 in Maine.

I obtained my degree in Chemistry in 1998 from the University of Santiago de Compostela (Spain), where I specialised in Organic Chemistry. At the same university I undertook postgraduate studies and obtained a PhD in 2004. Under the supervision of Prof Susana L?pez Est?vez, I developed the total synthesis of several marine natural polyacetylenes with important biological properties. After that, I moved to the field of polymer chemistry and I joined the group of Prof Neil Cameron at the University of Durham (UK) in 2005. As part of the EU training network ?SmashyBio?, we worked on the development of highly porous materials for the reversible immobilisation of biomolecules. In 2006, I returned to the University of Santiago de Compostela to work with Profs Ricardo Riguera and Eduardo Fernandez-Megia, on the development on novel dendrimeric materials for applications at the chemistry-biology interface. Since october 2009, I have been working as a research fellow in the Division of Drug Delivery and Tissue Engineering, working on the development on novel polymeric materials for drug delivery and synthetic biology.

What was your inspiration in becoming a chemist?

I have always found inspiration from the people that are close to me or that I know. In that regard, the first person that ?inspired? me to do chemistry was my mother, a chemist by training. Not only her example convinced me to do chemistry, but she has shown me the value of responsibility and hard work. In addition, through the years, I have tried to learn from the people around me, not only from my supervisors and mentors, but from the many talented co-workers and collaborators I have had the privilege to work with.

What was the motivation to write?your Polymer Chemistry?article? (DOI: 10.1039/C2PY20352A )

In our research group we are very interested in developing novel self-assembled materials for their application in different fields such as drug delivery, tissue culture, imaging or synthetic biology. For some of these applications, developing robust particles that can stand the different conditions that can be found for instance in the body, is of extreme importance. In this regard, polymeric vesicles offer great versatility as the properties can be tailored by a careful selection of monomers and polymerisation techniques.

Why did you choose Polymer Chemistry to publish your work?

Polymer Chemistry has become the reference journal for the synthesis of polymeric materials. Most of the key research groups in the area report their work here, and therefore we felt it was the natural journal to report ours.

In which upcoming conferences may our readers meet you?

In the next couple of months, I will be speaking at the ACS meeting in Philadelphia and the UKPhamsci conference in Nottingham, about our recent work in the development of novel antibacterial polymers.

How do you spend your spare times?

Well, like one of my former supervisors used to say in his webpage, I have 2 kids and therefore no time for luxuries such as hobbies. The truth is that I like to spend my spare time with my family, as work in academia already takes a lot of my time. Other things that I am happy to do in my spare time are reading a nice book/comic, enjoying a conversation over a pint at the pub, and like any good spaniard, discussing over a nice meal.

Which profession would you choose if you were not a scientist?

I have never gave much thought to what would I be if I was not a scientist. What I am sure is that it will have to be something creative, and probably in the engineering or technology area, as I have no talent for arts.

French president outlines new approach to Africa

DAKAR, Senegal (AP) ? French President Francois Hollande attempted to make right France's relationship with Africa on Friday, honoring its contributions to world history during his first trip to the continent since winning office.

His deferential tone, his diplomatic remarks and the air of modesty he projected marked a dramatic contrast to his predecessor. Ex-President Nicolas Sarkozy came to Senegal five years ago and gave a speech that was viewed as deeply insulting to Africans whom he said had "not yet entered into history."

By contrast, the 58-year-old Hollande, who defeated Sarkozy in in May, described Senegal as having not only a "great country," but also one that had made important contributions to French history.

He reminded the audience at the whitewashed presidential palace, and later on the floor of the national assembly, that Senegal's first president, Leopold Sedar Senghor, was part of the committee that drafted the text of the French constitution. And he paid homage to the African soldiers, many conscripted by force, who died in France's imperial wars, including in Indochina and Algeria.

"Between France and Senegal, there's a history. There's a language that we both speak. There's a culture that we share and that both of our people contributed to," Hollande said in the garden of the neoclassical palace, in one of the many remarks that focused on the similarities between the two nations. "I didn't come to Africa to impose my way, or to deliver a lesson on morality," he added later, in a speech to parliament. "I consider Africans as my partners and as my friends."

Analysts say he chose Senegal for his first visit to the continent due to the country's democratic credentials and because of the need to heal the damage inflicted five years ago. He also chose it because Senegal is expected to play a central role in the planned military intervention in neighboring Mali, whose north is now under the de facto control of al-Qaida-linked rebel groups.

"What is happening in the Sahel for the past several months ? in Mali ? is that terrorists have structured themselves, have installed themselves. It's not simply a menace for West Africa," said Hollande. "It's a major issue for the security of the entire continent ? and Europe," he said.

Pushed by France, the United Nations Security Council is scheduled to vote Friday on a plan to back an African-led military intervention in northern Mali. Accompanying the president in Dakar on Friday, French Foreign Minister Laurent Fabius appeared confident the resolution would pass.

"If no one is against it ... it is already approved, and the window expires in the next few hours. So we can say that this hurdle has already been surmounted," he told reporters.

For the Senegalese though, what is front and center is the memory of Sarkozy's 2007 speech which bruised egos across the continent.

"The drama of Africa is that the African man has not fully entered into history ... They have never really launched themselves into the future," Sarkozy said. "The African peasant only knew the eternal renewal of time, marked by the endless repetition of the same gestures. ... In this universe where nature rules everything ... there is neither room for human endeavor nor the idea of progress."

He was accused of arrogance, of racism and of perpetuating the colonial relationship with Africa. Shocked, some of the people attending his speech delivered at Dakar's largest public university grabbed their bags and walked out.

"Sarkozy came with contempt. Hollande is coming to clean up," says Yero Dia, a political analyst who is a frequent commentator on TV debate shows in Senegal. "But for me it's not about Sarkozy, nor about Hollande. It's about us ? Africans. It's like the horse and the rider. Whether it's Mitterand, or Chirac, or Sarkozy or Hollande, what remains constant is the system. ... and nothing will change until Africans stop behaving like the horse and letting France be their rider."

Senegal was once the seat of the French empire in West Africa. The country won its independence from France 52 years ago, but maintains close ties with France, as do many of the other countries on the French-speaking coast of West Africa, most of which are former French territories.

Ironically in 2007, Sarkozy had come to Senegal to mark the end of "Franceafrique," the term used to connote the cozy, post-colonial relationship that France has had with the region's dictators, like ex-Gabonese President Omar Bongo. On Friday, it was Hollande who vowed the end of Franceafrique.

"I want to declare here my willingness to renew the relationship between France and Africa. The era of Franceafrique is over. There is now a France and there is an Africa. And there is a partnership between France and Africa, based on relationships that are founded on respect," he said.

Hollande and Senegalese President Macky Sall also paid a visit to Goree Island, off the coast of the capital, where slaves were boarded onto ships headed to the New World. The visit is a symbolic gesture, underscoring Hollande's understanding of the difficult, and often cruel, history that Africans have endured. The two men clasped hands as they stood at the Door of No Return.

Among those waiting on the island for the presidents was Aminata Ba, 40, who wore a bright tangerine dress and head wrap, and carried a stenciled sign that read: "President Hollande: You Are At Home." She said she was heartened by Hollande's talk of improving relations with Senegal.

Africa watchers say that despite the promises of a new approach, it's unlikely that France's policies toward the continent will change much. Protesters waited for the leader to emerge from the parliament building on Friday, hoping to give him a copy of their fliers decrying the difficulty in getting visas to go to France. Immigrants who violate the terms of their visas have been returned on repatriation flights, dubbed the "Sarkozy charters."

"It seems that every time that a new French president comes in, he promises that his arrival will spell the end of Franceafrique," said Richard Downie, deputy director for the Washington-based Center for Strategic and International Studies. "Old habits die hard. In policy terms, will we see much difference? I think not. But I think the tone will be different."

Polls see easy election win for Netanyahu, Israeli right

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu looks set for easy re-election in an Israeli ballot early next year and may end up with a bigger coalition than he has today, according to polls published on Thursday.

Citing deadlocked budget disputes with allies and looming security challenges such as Iran's nuclear program, Netanyahu on Tuesday brought forward the legislative election originally slated for October. It is now due in January or February.

A survey in Maariv newspaper saw Netanyahu's rightist Likud party taking 29 of parliament's 120 seats, up from its current 27. Likud's two most powerful rivals, center-left Labour and a new centrist movement under former TV anchor Yair Lapid, would trail in the vote with 17 seats each, Maariv found.

Projecting from its own poll, Haaretz newspaper said the next coalition government, led by Likud and comprising mostly religious or nationalist parties, could command 68 parliamentary seats, up from today's 66.

Netanyahu's sole centrist ally, Defense Minister Ehud Barak, looks likely to take an electoral drubbing, with Haaretz and Maariv predicting that his party might not win enough votes to secure any seats in the next parliament.

Now in his second term as premier, Netanyahu has enjoyed solid approval ratings thanks to Israel's relative economic and security stability amidst the political upheaval in surrounding Arab countries.

(AP) ? A Frenchman and an American shared the Nobel Prize in physics Tuesday for inventing methods to peer into the bizarre quantum world of ultra-tiny particles, work that could help in creating a new generation of super-fast computers.

Serge Haroche of France and American David Wineland opened the door to new experiments in quantum physics in the 1990s by showing how to observe individual atoms and particles of light called photons while preserving their quantum properties.

Quantum physics, a field about a century old, explains a lot about nature but includes some weird-sounding behavior by individual, isolated particles. A particle resists our idea of either-or: it's not here or there, it's sort of both. It's not spinning clockwise or counter-clockwise, but a bit of both. It gets a definite location or spin only when it's measured.

Working separately, the two scientists, both 68, developed "ingenious laboratory methods" that allowed them to manage and measure and control fragile quantum states, the Royal Swedish Academy of Sciences said.

Wineland traps ions ? electrically charged atoms ? and measures them with light, while Haroche controls and measures photons.

"Their ground-breaking methods have enabled this field of research to take the very first steps towards building a new type of superfast computer based on quantum physics," the academy said. "The research has also led to the construction of extremely precise clocks that could become the future basis for a new standard of time."

Haroche is a professor at the College de France and Ecole Normale Superieure in Paris. Wineland is a physicist at the National Institute of Standards and Technology, or NIST, and the University of Colorado in Boulder.

Haroche said he was out walking with his wife in Paris when he got the call from the Nobel judges.

"I was in the street and passing a bench so I was able to sit down," Haroche told a news conference in Stockholm by telephone. "It's very overwhelming."

He said his work in the realm of quantum physics could ultimately lead to unimaginably fast computers. "You can do things which are prohibited by the laws of classical physics," he told The Associated Press.

Haroche also said quantum research could help make GPS navigating systems more accurate.

Wineland told the AP he was sleeping when his wife answered the phone at 3:30 a.m. local time in Denver. He was utterly shocked even though his name had come up before.

"But actually I hadn't heard anything this time around. It was certainly surprising and kind of overwhelming right now," he said. "I feel like I got a lot smarter overnight."

Asked how he will celebrate, Wineland said: "I'll probably be pretty worn out by this evening. I'll probably have a glass of wine and fall asleep."

Wineland took pains to note that many people are working in the field. "First of all, a lot of people have been working on advanced computers and atomic clocks for a long time. It's a bit embarrassing to focus on just two individuals," he said.

Wineland told reporters that he thinks that in the next decade or so, quantum computers will cross a threshold and be able to handle problems that are intractable on today's computers.

"At this point I wouldn't recommend anybody buy stock in a quantum computing company ... but we're optimistic," he said.

The Nobel judges said quantum computers could radically change people's lives in the way that classical computers did last century, but a full-scale quantum computer is still decades away.

"The calculations would be incredibly much faster and exact and you would be able to use it for areas like ... measuring the climate of the earth," said Lars Bergstrom, the secretary of the prize committee.

Christopher Monroe, who does similar work at the Joint Quantum Institute at the University of Maryland, said the awarding of the prize to the two men "is not a big surprise to me. ... It was sort of obvious that they were a package."

Monroe said that thanks to the bizarre properties of the quantum world, when he and Wineland worked together in the 1990s, they were able to put a single atom in two places simultaneously.

At that time, it wasn't clear that trapping single atoms could help pave the way to superfast quantum computers, he said. That whole field "just fell into our laps."

In an ordinary computer, information is represented in bits, each of which is either a zero or a one. But in a quantum computer, an individual particle can essentially represent a zero and a one at the same time. If scientists can make such particles work together, certain kinds of calculations could be done with blazing speed.

One example is factoring, the process of discovering what numbers can be multiplied together to produce a given number. That has implications for breaking codes, Monroe said.

The physics prize was the second of the 2012 Nobel Prizes to be announced, with the medicine award going Monday to stem cell pioneers John Gurdon of Britain and Japan's Shinya Yamanaka. Each award is worth 8 million kronor, or about $1.2 million.

Only two women have won the physics prize since it was first awarded in 1901: Marie Curie in 1903 and Maria Goeppert-Mayer in 1963.

The prizes are always handed out on Dec. 10, the anniversary of prize founder Alfred Nobel's death in 1896.
