MEXICO CITY ? Former President Vicente Fox suggested Friday that Mexican authorities consider calling on drug cartels for a truce and offering them amnesty, speaking out a day after an apparent cartel attack on a casino killed 52 people.

Fox, who served from 2000 to 2006, has since advocated legalizing drugs as a way to reduce violence. At least 35,000 and as many as 40,000 people have died since President Felipe Calderon launched an offensive against the cartels in late 2006.

"I want to start a public debate on the following ideas ... call on the violent groups for a truce" and "evaluate the advisability of an amnesty law," Fox said in a speech at an anti-crime event.

Last week, the attorney general of the violence-wracked southern state of Guerrero, Alberto Lopez Rosas, drew criticism when he called on cartels to establish a truce among themselves to prevent civilian casualties in their bloody turf battles.

Federal security spokesman Alejandro Poire rejected that idea this week, saying the gangs must be arrested and disbanded.

"Regarding calls by authorities for the criminals to change their behavior, I think it couldn't be clearer that peace is not going to be achieved by asking the criminals for something," Poire said.

"Peace is going to be achieved by bringing the criminals to justice ... that their thinking will not be influenced by appealing to their interests by calling on them to change their ways, but by giving them no choice but to submit to the law and stop their crimes."

Also Friday, one of Mexico's newest drug cartels posted wanted banners for members of a rival cartel, asking the public for help in capturing "kidnappers and traitors to the nation" and promising punishment.

The banners were put up by the Knights Templar, which formed around March. The cartel is an offshoot of La Familia, a pseudo-religious gang based in the western state of Michoacan. Both cartels are now feuding.

The banners showed five mugshots and listed the names of six men thought to have worked for La Familia. The banners claimed the men now are with the Zetas, another cartel that has operations throughout Mexico.

Rewards for the whereabouts of the men ranged from $100,000 to $500,000. The banner listed a phone number, which rang busy when tried by The Associated Press.

Mexican authorities took down the banners.

And on Friday, authorities in a luxurious western suburb of Mexico City found the headless body of a man and a handwritten message in which the violent Hand With Eyes drug gang took credit for the killing.

City prosecutors said the body was found in the ritzy Santa Fe neighborhood.

In the Pacific coast resort of Acapulco, state police reported they found the body of a man who had had been shot, bound and beaten, and hung by the neck from a pedestrian bridge with a piece of chain. The chain broke and the man's body fell into the roadway.

Hanging bodies from bridges has become a hallmark of drug gangs in northern Mexico, and the tactic has begun to spread to southern states like Guerrero, where Acapulco is located.

HAVANA (AP) ? Revolutionary icon Fidel Castro marked his 85th birthday behind closed doors Saturday as the aging leader famous for railing against Washington increasingly fades from the spotlight ? even if his outsize persona continues to cast a long shadow over Cuban society and U.S. relations.

There were no announcements of how Castro planned to spend the day, though the previous night two dozen musical acts from across Latin America held a concert in his honor.

"What we say in the songs of our invited artists will be little next to what he deserves," Alfredo Vera, one of the organizers, said late Friday. "Congratulations, beloved and eternal comandante."

The former president didn't make it to his own birthday bash ? hardly a surprise since he appears infrequently since he stepped down in 2006, at first temporarily, and then permanently in 2008, due an intestinal illness that he later said nearly killed him.

Nor did his younger brother and presidential successor, Raul Castro, attend. Instead, first Vice President Jose Ramon Machado Ventura, who also delivered the keynote address for Revolution Day on July 26, was the highest ranking among several government officials in the presidential seats at Karl Marx Theater.

Also Saturday, an exhibition featuring works by artist Nelson Dominguez and Castro's son Alex, a photographer, opened at the Jose Marti Memorial in Havana.

A gregarious public speaker as president, Castro is seen publicly these days in official still photographs and video footage, such as recent images showing him with Raul and Venezuelan President Hugo Chavez, who is receiving cancer treatments in Cuba.

Gray-bearded and his hair thinning, Castro seemed unsteady on his feet when he made a surprise showing at a Communist Party Congress in April, walking to his seat with the help of an aide. It was at that same gathering that the party for the first time named a leadership council without him on it, as Fidel left his last official position.

Yet even in retirement, Castro has continued to be a player on the island. Raul has said he consults with his older brother, and some Cuba-watchers say his presence has acted as a brake on reforms that Raul is betting will save the island's economy by loosening some state control.

"I think the issue is how long (Fidel) is going to linger on and how long he's going to meddle in the government," said Ann Louise Bardach, a longtime Cuba watcher and author of the book "Without Fidel: A Death Foretold in Miami, Havana and Washington."

"As long as he is alive and he is compus mentis, he's not going to change his thinking," Bardach said. "He's not going to have an epiphany about economic policy. He's going to do what he always did, which is the preservation of the revolution at all costs."

Castro has publicly backed Raul's reforms, however, even though he expressed ideological dislike for similar openings while president.

In retirement, Castro has been a prolific writer of newspaper columns and a series of books, including autobiographical accounts of the events that led him to take power after the 1959 revolution.

"Nobody better than he understands the basic, primordial part of our history," official biographer Katuska Blanco said in an interview aired Friday on state TV. "He also has always said that history is made by leaders and the people."

Castro is currently on a hiatus from the opinion pieces, many of them critical of U.S. foreign policy. He has published just one column since late May, though it's not unusual or unprecedented for his pen to go still for extended periods.

Omara Portuondo, the Grammy-winning singer of Buena Vista Social Club fame, was the headliner for Friday night's show, dubbed the "Serenade of Fidelity."

But the real star was the absent Fidel, whose defiance of the United Sates continues to inspire leftist movements around the world.

"Tonight in Havana ... we pay homage to the brother of humanity, our friend, the friend of all, comandante Fidel Castro, as he reaches 85 years of fruitful life," Vera said.

Foreclosure rates continue to decrease dramatically year-over-year in the Memphis area and across the nation, but the slowdown necessarily doesn?t portend positive news, according to RealtyTrac Inc.

RealtyTrac reported there were 547 foreclosure filings ? default notices, scheduled auctions and bank repossessions ? in July in the greater Memphis market, down 61 percent from a year ago.

There were 212,764 total filings in the U.S. in July, down from 325,229 a year ago.

Nationally, foreclosure filings in July dropped 35 percent from a year ago, making it the 10th straight month of year-over-year decreases and the lowest monthly total since November 2007, RealtyTrac noted.

The drop is deceiving, though, said James J. Saccacio, CEO of RealtyTrac.

?Unfortunately, the falloff in foreclosures is not based on a robust recovery in the housing market, but on short-term interventions and delays that will extend the current housing market woes into 2012 and beyond,? Saccacio said. ?A stabilizing economy and improving job market are the long-term keys to a housing market recovery.?

US slams Syria with fresh sanctions on banks

WASHINGTON?? The Obama administration on Wednesday slapped sanctions on one of Syria's biggest banks and its largest cellphone operator, boosting pressure on Syrian President Bashar Assad to stop the brutal suppression of pro-reform demonstrations.

The Treasury Department announced Wednesday that it has added the state-owned Commercial Bank of Syria and its Lebanon-based subsidiary, the Syrian Lebanese Commercial Bank, and mobile phone company Syriatel to a financial blacklist. The sanctions freeze any assets the firms may have in U.S. jurisdictions and bar Americans from doing business with them.

Previous U.S. sanctions have targeted the Syrian president and his brother Mahir al-Assad, other top government officials and security forces.

The step comes as the administration prepares for the first time to call explicitly for Assad to step down amid his regime's increasingly repressive crackdown on opponents.

The United Nations Security Council was also due to continue debate on Syria later on Wednesday.

Human rights activists estimate Assad's brutal crackdown on pro-democracy demonstrations over the past five months has left more than 1,600 people dead, putting pressure on the United States to do what it can to force Assad out.

So far, President Barack Obama has stopped short of calling on Assad to leave power, though on Monday it welcomed an Arab League statement condemning Syria as further sign that the world is repulsed by Assad's actions.

However, Turkish Prime Minister Tayyip Erdogan said on Wednesday he expected the Syrian government to start reforms within 15 days, following talks between the two countries in which Turkey urged Assad to stop all violence and bloodshed.

"Turkey's message to Assad is very clear: stop all kinds of violence and bloodshed," Erdogan said.

Assaults continued Wednesday
Syrian tanks swept into two towns near the Turkish border on Wednesday despite international demands to end the military crackdown.

Syria said the army pulled out of the central city of Hama after a 10-day assault on a symbolic center of protest against Assad's 11-year rule, but tank attacks in towns north of Hama killed a woman and injured 13 people, an activist group said.

In Deir al-Zor, another Sunni Muslim bastion of dissent toward Assad's minority Alawite rule, residents reported heavy gunfire as troops deployed across the eastern city, making arrests and spraying pro-Assad slogans on buildings.

Syria has barred most independent media since the unrest began, making it hard to verify conflicting reports by activists, residents and officials.

Already under Western sanctions targeting him and his top officials, Assad faces growing pressure to curb the bloodshed after three regional powers publicly called for change this week, leaving Iran as Syria's only staunch remaining ally.

Sunni heavyweight Saudi Arabia condemned the violence and recalled its ambassador, while Egypt's new government, which took office after Hosni Mubarak's overthrow in February, said Syria was nearing "the point of no return."

On Tuesday Turkish Foreign Minister Ahmed Davutoglu held more than three hours of talks with Assad to seek an end to the violence, swift elections and dialogue with the opposition.

In response Assad said Syria "will not relent in pursuing terrorist groups in order to protect the stability of the country and security of the citizens ... but is also determined to continue reforms," Syria's state news agency said.

France also voiced dissatisfaction. "The time for delaying tactics is up. The Syrian authorities must respond to the legitimate aspirations of the Syrian people," Foreign Ministry spokeswoman Christine Fages said.

Army offensive
The Syrian Observatory for Human Rights said at least one woman was killed and 13 people were wounded when 12 tanks and armored vehicles, along with 10 large buses full of troops, entered the towns of Taftanaz and Sermin, around 30 km (19 miles) from the border with Turkey.

In nearby Binnish, rights campaigners said Syrian forces killed four villagers on Tuesday.

"Daily protests in the region have been unabated since the start of Ramadan (on Aug. 1)," a local resident, who gave his name only as Ali, told Reuters by phone.

In Deir al-Zor, witnesses said on Wednesday tanks and armored vehicles had spread across the city, and that residents had reversed earlier pledges to resist any army assault by force.

"The inhabitants of Deir al-Zor have taken a collective decision not to resist, so as not to give excuses to the authorities to spread their propaganda about terrorists and armed groups," one resident said.

"We are hearing the sound of machineguns and shells," he said, adding he heard that soldiers and military intelligence officers had a list of 364 activists they were hunting.

He also said he saw troops spraying slogans on houses such as "Assad or no one," "The people want the army to come in."

On Tuesday night, he said, people had offered to share fruit and water with soldiers at one of the main roundabouts in the city. "A captain jumped from an APC and told soldiers not to accept anything. He then fired about 30 bullets in the air from his AK-47 in the air to disperse the crowd," the resident said.

Authorities have denied that any Deir al-Zor assault took place. They say they have faced attacks since the protests erupted, blaming armed saboteurs for civilian deaths.

Hama and Deir al-Zor are populated mostly by majority Sunnis and the crackdowns there resonate with their co-religionists who predominate in the Middle East and govern most Arab countries.

Oil rises on encouraging US jobs report

Oil prices rose Thursday after positive news about the jobs market calmed some concerns about future demand.

Oil climbed along with the major U.S. stock indexes. Benchmark West Texas Intermediate oil gained 25 cents to $83.14 per barrel in Thursday midday trading on the New York Mercantile Exchange. In London, Brent crude was down 11 cents at $106.57 per barrel on the ICE Futures exchange. It dropped as low as $104.43 per barrel earlier.

"My feeling is right now that the price of oil is going to be dependent on what happens to the stock market overall," PFGBest analyst Phil Flynn said. "There's a lot of fear out there right now and the market is being dictated by fear."

Oil, like the stock market, has been volatile. Benchmark crude has ranged from $78 to $85 a barrel this week.

The Labor Department said Thursday that the number of people who applied for unemployment benefits fell last week below 400,000 for the first time in four months, a sign that the job market may be improving.

That positive economic news helped stocks rebound from Wednesday's big sell-off. The Dow Jones industrial average and the S&P 500 were up more than 2 percent. The Nasdaq rose about 3 percent.

Investors remain uneasy about Europe, monitoring efforts by the European Central Bank to relieve debt problems in Spain and Italy. The leaders of France and Germany, the region's biggest economies, will meet next week to talk about the region's financial problems.

Closer to home, gasoline prices continued to fall, dropping 1.7 cents on Thursday to a national average of $3.62 a gallon, according to AAA, Wright Express and the Oil Price Information Service. That's about 8 cents less than a week ago but still 84 cents more than a year ago.

The Energy Department said Thursday that the nation's natural gas supplies rose again last week. The U.S. is awash in natural gas and prices should stay low as supplies continue to build. Natural gas futures rose 11 cents to $4.115 per 1,000 cubic feet.

In other Nymex trading, heating oil rose 1 cent to $2.8750 a gallon, and gasoline gained 2 cents at $2.8022 a gallon.

"I didn?t realize I had it in me ? I definitely surprised myself," 28-year-old Pamela Salant told NBC News in a TODAY report Tuesday by Miguel Almaguer. "I just really felt like I wasn?t done yet."

Salant was planning an idyllic weekend with her boyfriend Aric Essig when the pair headed out for an overnight hike at Mt. Hood?s Bear Lake July 30. The couple dumped their gear at a campsite, but decided to split up and look around for an even better locale to spend the night.

But things went decidedly downhill from there for Salant. While hiking solo, she slipped and fell nearly 50 feet off a cliff. She fractured her left tibia and her leg was split open.

?Where am I??
Salant settled in where she fell, initially not realizing just how badly she was hurt. "I didn?t feel the initial pain, so I woke up the next morning and [was] like ?Whoa, where am I, how did this happen?? " she told NBC. "I had fallen asleep right where I had fallen."

Boyfriend Aric reported his girlfriend missing, but rescue workers were stymied in their search. Authorities initially found Salant?s shoe prints from where she fell, but no Salant.

The reason? The gutsy schoolteacher was scooting on her backside alongside Lindsey Creek trying to reach the Columbia River, where she figured she had a better chance of being spotted and rescued. Meanwhile, Salant battled for survival, clad only in a tank top and shorts and woefully short of any supplies.

To keep water at hand, she stayed near the creek. For sustenance, she found salmon berries and raspberries. But as one day turned into another, her improvised menu became a bit wilder.

"I was trying caterpillars, and I tried a bite of a slug," Salant told NBC. "I didn?t know, I was just like, it was plump and juicy. It looked tasty. But it was not tasty!"

Salant tried to keep her hopes up through four days and three nights in the wilderness. She managed to scoot a mile and a half, but unfortunately, a nearby waterfall muffled the sounds of rescue helicopters when they began to zero in on her, leaving Salant oblivious to their effort.

Then, on Aug. 2, she got a big break. A helicopter crew spotted a woman wading in Lindsey Creek, waving her arms. A National Guard helicopter arrived on the scene and lowered a guardsman to Salant.

Salant admitted she wasn?t sure whether she was actually being rescued, or just dreaming. "I was like hyperventilating, like I can?t believe it?s real."

But it was real: Salant's nearly 96-hour ordeal was over. She was transported to Legacy Emanuel Hospital, where doctors operated on her broken leg and treated her for multiple back injuries and severe cuts, NBC affiliate KGW-TV reported. A day after being rescued, her condition was upgraded from critical to fair.

And though Salant is expected to be out of commission for two months while she nurses her injuries, her concerned friends and family are thankful Salant returned to them in one piece, and in awe of her determination.

"So that was Saturday, Sunday, Monday night ? three nights," her friend and co-worker Desirae Marks told KGW. "She?s strong enough, she?s got it. Oh my gosh!"
