Senate votes for quicker withdrawal from Afghanistan

WASHINGTON (AP) ? Reflecting a war-weary nation, the Senate voted overwhelmingly Thursday for an accelerated withdrawal of U.S. forces from Afghanistan after more than a decade of fighting.

The strong bipartisan vote of 62-33 sends a clear message to President Barack Obama and the military as they engage in high-stakes talks about the pace of drawing down the 68,000 U.S. troops, with a White House announcement expected within weeks.

Although the vote was on a nonbinding amendment to a defense policy bill, its significance could not be discounted amid the current discussions.

Thirteen Republicans, including Sen. Richard Lugar of Indiana, the top GOP lawmaker on the Senate Foreign Relations Committee, backed the measure.

Sen. Jeff Merkley, D-Ore., its chief sponsor, argued that al-Qaida is stronger in other parts of the world and that nation-building in Afghanistan has gone off track. His measure endorsed Obama's timetable to withdraw all combat troops by the end of 2014 but pressed for a quicker pace, without specifying how that would be achieved.

"It is time to end this war, end the longest war in United States history," Merkley said during Senate debate.

The overall bill authorizes $631 billion for weapons, ships, aircraft and a 1.7 percent pay raise for military personnel. The White House threatened to veto the legislation in its current form, citing limits on the president's authority in handling detainees at the U.S. military facility at Guantanamo Bay, Cuba, and restrictions on cuts to the Air National Guard and Air Force Reserve.

The Senate hopes to wrap up its version of the bill by week's end. It then would have to be reconciled with the legislation the House passed in May. The House bill calls for Obama to maintain a force of at least 68,000 troops through the end of 2014.

The Senate eliminated one provision that had attracted White House objections. In a strong bipartisan vote Wednesday, the Senate voted to allow Pentagon investment in alternative fuels.

An important headline in the Wall Street Journal (WSJ) earlier this week was ?Intrade Won?t Take U.S. Bets?. Quoting from this WSJ article, ?Intrade said it would no longer accept bets made by U.S. residents, a move that came just hours after U.S. regulators filed a civil complaint against the company over its commodities-focused markets.?

I have asked Lou Kokernak, who is a principal with Haven Financial Advisors and an expert on prediction markets like Intrade, to offer his perspectives on the CFTC?s action this week against Intrade:

This week, the CFTC announced a civil suit against two overseas prediction markets, Intrade and TEN. I am an occasional user of the former ? Intrade. I take small positions in their political futures markets every presidential election cycle. It?s fun and educational, at least for me. Founded in 1999 by the late John Delaney, the Dublin-based futures market has had a remarkable record in successfully predicting election winners and other notable events. Some academic analysis indicates that Intrade?s prediction markets do a better job at naming election winners than polls.

The simplified version of the CFTC?s claim is that Intrade illegally offered ?commodity options? to American investors and had done so for years. The agency claims that any such options must trade on a CFTC-registered exchange or must be traded by qualified (high net worth) investors. I can vouch that Intrade did not vet its participants to determine if they passed muster as qualified investors. However, I doubt that the these overseas prediction markets really represent any meaningful offshore commerce.

Intrade?s prediction markets have an excellent track record in assigning reasonable probabilites to various key events. They do so with relatively little money at risk from the public. It?s a testament to collective wisdom of crowds. There is a prediction market on the likelihood that the US enters a recession in 2013. The open interest represents a grand total of $31,000. Another market pays off ten dollars if a country exits the Euro within a year. That contract has an open interest of $29,000. Needless to say, these figures are dwarfed by the open interest on any contract on the New York Mercantile Exchange (NYMEX) or the Intercontinental exchange (ICE). The open interest on Brent crude oil contracts at ICE is about $100 billion. It?s interesting to note that ICE announced earlier this year that they were reorganized their over the counter products to a new format to avoid compliance costs under the new Dodd-Frank rules. Most of their oil contracts actually trade in Europe. It?s great that the ICE has the resources to avoid American regulatory creep. Perhaps little Intrade was not so fortunate.

The text of the CFTC complaint identifies Intrade?s prediction markets in oil, gold, GDP, and unemployment as falling afoul of securities law. Intrade oil, gold, and economic markets are binary propositions. They either pay off $10 in full or not at all. As such, they are completely unsuitable for hedging by institutional investors. Economics 101 suggests that oil producers can naturally hedge the value of their commodity by entering into futures or options markets. The options that trade on US amd European markets are standard put and call options which offer a continuous payout based on the difference between the strike price and prevailing market price at expiry. The holder of an Intrade contract either makes $10 or nothing at all. In effect, these prediction markets resemble the kind of bets that you would make at the office water cooler. They may be useful in terms of determining market sentiment but would have no use to institutional players that intend to sell or take delivery of a commodity. In other words, binary options won?t gain institutional traction in their current form. There is no simple way for a producer to set a floor or ceiling for a commodity price.

The CFTC has nothing to fear that Intrade that is going to siphon trading volume away from the United States. ICE might be able to do so with its modern electronic format and global reach. Maybe they were too big a target. Intrade is a small fry that provided the media and individuals with useful information at little cost. Within hours of the CFTC suit, they stopped taking orders from American customers for all their contracts, not just the ?commodity? contracts in the CFTC complaint. That?s a shame because Americans comprised a large fraction of the trading volume to the company. It remains to be seen whether they will survive this regulatory broadside.

Binary options work great for current events like elections or the Oscar nominations. They just fail when applied to continuously priced commodities. The upshot here is that Intrade?s markets are fundamentally different from those offered on real commodity exchanges. In their current form, they cannot attract the large sums of money that would make them worth the attention of the CFTC.

Maybe the CFTC should just lay off this minnow and police real commodities markets.

US auto market showing signs of recovery

It?s been the little engine that could, driving along an economy long struggling to avert a double-dip recession. And now, amid growing signs that the U.S. economy is clearly on the mend, industry leaders are increasingly confident the auto industry is heading in fast-forward toward some extremely good ? though probably not record ? years.

As manufacturers get set to report extremely strong numbers for October, Toyota?s top American executive, Jim Lentz said he expects to see 2012 end with sales of 14.3 million ? about 1 million more than a year before and a roughly 40 percent increase from the depths of the recession.

?And the forecast ahead looks even better,? Lentz said as he opened his keynote remarks at the opening of the annual LA Auto Show. ?Analysts expect we will reach 16 million in just a few short years.?

That optimism was clearly echoed by other industry leaders gathering for the first of two days of media previews. The Los Angeles show has been something of a bellwether? for the industry ? and the economy.? During the depths of the recession, there was a sharp cutback in the number of new products on display. Chrysler, then plunging into bankruptcy, went so far as to shut off the spotlights at its 2008 exhibit to save cash.

This year, that maker?s lights are back on ? and it has more than a half-dozen new products to debut if one includes its Italian partner Fiat.? In fact, there are expected to be around 50 new models introduced at the LA Convention Center during the media gathering, half of them making their global debuts, the others appearing for the first time in the U.S.

Horsepower and fuel economy
Another key product on display is the 2014 Ford Fiesta, the remake of the maker?s smallest North American offering.? The Fiesta is one of a fast-growing number of small, so-called B- and C-segment models targeting both buyers on a budget and others who simply want to downsize to reduce their fuel bills.

That market segment has grown from about 13 percent of overall U.S. car sales to 24?percent?since 2004, notes Jim Farley, Ford?s global marketing chief.

Significantly, buyers don?t necessarily have to sacrifice room and performance to boost mileage, industry executives stress ? pointing to the mix of new hybrids, plug-ins, battery cars and advanced conventional gasoline-powered vehicles.? New technologies, such as Direct Injection and turbocharging are accomplishing what once seemed impossible: boosting performance as well as mileage.

The new Porsche Cayman sports coupe, which debuted Wednesday, delivers an extra 10 horsepower, for example, and about 15 percent?better fuel economy.

Whether talking about entry-level econoboxes or luxury cars like the Porsche Cayman, ?Mileage is top of mind? for just about all buyers, asserted Mark Fields, who will officially become the maker?s new Chief Operating Officer this week.

And the significant improvements in mileage are luring buyers back to showrooms, industry officials uniformly agreed. But there are other factors driving a demand surge.? Auto loan interest rates are at or near historical lows, for one thing. Then there?s the issue of pent-up demand.

Aging US automobiles
Auto sales have fallen at least 10 million below the trendline since the start of the recession and several recent studies show that this means the current U.S. fleet is older than ever, the majority of vehicles now in service for around a decade ? and about 20 percent at least 16 years old.

The recession pushed many buyer groups out of the market, especially young motorists who have suffered a higher unemployment rate ? and who may have been struggling to pay off hefty student loans.? But in recent months, noted Toyota?s Lentz, ?Younger buyers have returned to the market at a faster rate than any other segment.?

The revival of the youth market is clearly helping drive the current demand surge. Ironically, so is the rebuilding effort in the wake of Superstorm Sandy.? By various estimates, the disaster may have ultimately cost the loss of 100,000 or more vehicles, many of which will be replaced by new products. According to Ford?s Fields, the industry is already seeing a sharp rise in sales in the greater New York area, where storm damage was most severe.

As a result, the Ford COO said he ?wouldn?t be surprised? if November?s final figures came in at an annualized rate of around 15 million or more, which would be the industry?s best pace in nearly a decade.

There are some potential pitfalls.? As the economy recovers, there are signs that fuel prices could once again spike. A modest upturn might actually increase demand for high-mileage models, though a major spike like the one seen last spring could choke off the U.S. recover, observers warn.

So might a failure by Congress and the White House to avert the so-called fiscal cliff, the need to work out new policies on taxing and spending. Ford Chairman Bill Ford recently warned this could also choke off a recovery, though a study by the University of Michigan was less worried about the impact on the auto industry.

Barring such setbacks, ?We would expect the market to improve,? Fields concluded.

That?s particularly good news even though few expect to see peak sales during the current cycle reach the 17 million-plus numbers seen early in the new millennium.? During the recession, most makers ? and especially the struggling Detroit Big Three ? took unprecedented steps to trim operating costs so even without reaching new sales records industry profitability could run substantially beyond anything ever seen in past auto sales boom years.

Job Interview? Write a Thank You Note!

Once upon a time, almost anyone who could write, knew how to write a thank you note. But today, a well-written note is so rare that it places you ahead of the pack.

The best thank you notes are short, sincere, and specific to each interview. So:

1. Be Prepared for Thank You Note Success

  • Before going to your interview, buy an attractive blank?note card from a card shop. No humor, and nothing fancy or with writing on the inside. This needs to reflect?you, so keep the card simple and write your note in your own words.
  • Take the card and a stamp with you to your interview.
  • Be sure to ask your interviewer for their business card, so that you know where to send your thank you.
  • After your interview, go sit quietly (if you?re an introvert, want to take some notes) or call a friend (if you?re an extrovert, or want to talk things out) and think through what went well and what you?d like to do differently next time.

Now use this simple approach to craft your note:

2. Start By Thinking About Your Audience

In this case, your ?audience? is the person, or people, who interviewed you. To put them solidly in mind, ask yourself:

  • Did they enjoy our conversation?
  • Where, in particular, did we connect?
  • Was their interviewing style more on the ?warm and friendly? or more on the ?strictly business? end of the scale?

OK, got it? Now you?re ready to write.

3. Use ?The Rule of 3? to Write Your Note

Three sentences, plus a date, a greeting, and a close, are all you need to get this job done.

At the top of the note, in the right-hand corner, write today?s date.

Then, on the left, write, ?Dear [Their Name].? If the person was super friendly, a first name will do; it they were super formal, use their title. In between ?Mr.? or ?Ms.? and their last name is correct.

Then write:

Sentence: #1 Thank the person for meeting with you.

  • If you liked them, or if they were particularly friendly, you can say something like ?Thank you for making my interview today so pleasant.?
  • If they were more businesslike, just say something like, ?Thank you for taking the time to meet with me today.?

Sentence #2: Mention something that you liked about the interview.

  • If they were personal or friendly, say something personal, such as, ?I particularly enjoyed our talk about [whatever you?and they?particularly enjoyed talking about].?
  • If they were more businesslike, say something businesslike, such as, ?I was glad to learn more about [name of organization].?

Sentence #3: Repeat your interest in the job (but don?t?repeat your qualifications or act as if the interview is still going on!).

  • Friendly version: ?I would be thrilled to work for [name of organization], and hope to meet you again as a colleague.?
  • Business version: ?I am now even more interested in working with [name of organization], and appreciate your help with the process.?

UEFA to shake-up competition?

The Europa League?s not quite useless, but it?s close. For a lot of fans, it gives their clubs a chance to play unique opponents in locations their team would otherwise never see. When big clubs have an off year and fall into UEFA?s second club tournament, we get weird matches like Liverpool visiting Anzhi Makhachkala or?Inter Milan going to Azerbaijan?s FK Neftchi.

The problem is nobody ever asked what it would be like it Internazionale went to Azerbaijan.

No matter how quirky Europa League?s matchups get, there?s an inherent, debilitating problem the competition can never avoid. The stakes are too low for any team to care until the tournament?s final stages, when the possibility of silverware becomes a real possibility. But for most of that 15-match slog to the title, there?s a lot of justified apathy.

So it?s no surprised to hear from UEFA?s president that the governing body will consider changes to Europe?s club competitions, getting rid of Europa League in favor of expanding Champions League from 32 to 64 teams.

?We?re discussing it,? Platini told Ouest France about the proposed move. ?We will make a decision in 2014. Nothing is decided yet.

?There is an ongoing debate to determine what form the European competitions will have between 2015 and 2018.?

The European Club Association also?acknowledged?the possibility, providing a posturing comment:

?We exchanged initial thoughts, but the discussions are to follow,? a an ECA representative told CNN. ?For the time being there?s nothing concrete.?

The ECA represents 207 clubs across UEFA.

?As a principle, ECA is happy with the competition structure as it is. However, we are open to discuss changes or improvements in light of the 2015-18 competition cycle.?

The proposed changes would have the unfortunate side effect of transposing some of Europa League?s problems (too big, too many meaningless games) onto UEFA?s showcase competition. But it?s hard to see dropping Europa League and the 48 European spots it grants ECA clubs without providing some concession. At least this concession has the convenient consequence of putting teams in a tournament that matters.

Changes won?t come for three years, if they come at all. In the meantime, fans can look forward to many more Thursday nights scanning final scores of games they never intended to watch.

Leafs coach Carlyle has sights fixed on Marlies

The NHL lockout was bad news for the surplus deer population on Manitoulin Island.

It enabled Maple Leafs coach Randy Carlyle to join the annual November hunt for four days, a time of year he?s usually holding a hockey stick at practice instead of a rifle.

?There were a few we got,? Carlyle said Wednesday at Ricoh Coliseum, where he and assistant coach Dave Farrish watched the Toronto Marlies practice. ?I?ve been hunting a few times. That?s the first (deer hunt) I?ve done in a long time. It was very enjoyable .

?The activity was more about the camaraderie and being out with friends and neighbours I had grown up with. (Carlyle has a summer cottage on the island.) It?s nice to be able to go, but nice to be able to come back here, too.?

Carlyle and his assistants were eagerly scrutinizing the Marlies? games and their workouts, but the farm team?s heavy road schedule this month gave the staff some down time. Now, with cautious optimism that there could yet be NHL hockey by December or January, Carlyle is going to be more of a fixture around Ricoh in coming weeks.

?We were all ready to go,? Carlyle lamented of the lockout derailing plans for his first training camp as Leafs coach. ?Now we try to have a presence here. If I?m not here, than Dave Farrish or Scott Gordon and Greg Cronin are going to be. Now that (the team is back) you?ll see a lot more of us. I might go on the road to Rochester for Friday?s game or watch a junior game.?

Farrish joined Carlyle in the stands on Wednesday, while new Leafs goaltending instructor Rick St. Croix was on the ice. The Marlies have three netminders ? Ben Scrivens, the injured Jussi Rynnas, and current back-up Mark Owuya. New skating coach Barb Underhill was also at centre ice in the lower bowl, watching the players while comparing computer video of the individuals? footwork.

Among the potential Leafs Carlyle is keeping tabs on is Scrivens, who could either back up James Reimer or challenge him as starter, if general manager Brian Burke does not land a veteran. Scrivens was the AHL?s best statistical goalie last year and while his numbers haven?t dipped too much, he certainly hasn?t stolen many games thus far.

The Marlies? record is 9-8-0-1 heading into three weekend games.

?Scrivens hasn?t returned to the form he had last year,? Carlyle said. ?But he?s a quality goaltender and you can see it in his work ethic and his approach. We have to continue to work with him to get him back to the way he?s capable of playing.?

Carlyle intends to make the Leafs tougher than predecessor Ron Wilson without sacrificing offence. To that end, he and Burke have to be ecstatic that winger Matt Frattin has come back from shoulder surgery with five goals in his first five games.

?He has worked very hard in his recovery and has a history of being an offensive player,? Carlyle said. ?It?s good to see he?s scoring here, but it?s been short term. The NHL is a different grind. The one thing he has to be up there is as consistent as he has been down here. That?s what our expectations are up top.

?He played that way in the AHL playoffs (10 goals, 13 points in 13 games) before he was hurt. He was a physical force on the ice and you noticed him out there in those key areas on the ice.?

Carlyle has also found few faults with defenceman Jake Gardiner?s game in the minors, pleased that he has been able to keep busy after a strong first year with the Leafs.

?He hasn?t changed anything,? Carlyle said. ?Certainly he?s bigger and stronger. He has fit right in here. He hasn?t sat around just waiting for the NHL to start. I?m sure there?s a lot of players in that mode who can?t wait for the NHL to start. But he?s not fazed by that (delay). He?s played very well here. It?s a good sign.?

Obama pushes tax agenda, Congress in stand-off

WASHINGTON (Reuters) - President Barack Obama on Tuesday launched a public relations push for his bid to raise taxes on wealthy Americans, but U.S. lawmakers remained deadlocked over dramatic, year-end tax increases and spending cuts known as the "fiscal cliff."

At the White House, small business leaders emerged from a one-hour meeting with Obama to voice support for his goal of extending low tax rates for the middle class beyond the end of the year, while letting rates rise for wealthier taxpayers.

The business owners urged Obama "to fight to keep the middle-class tax cuts," said Lew Prince, co-founder of Vintage Vinyl, an independent music store in St. Louis, Mo.

"What grows jobs in America is consumers spending money, and the average person needs that two or three thousand dollars a year in his pocket to help drive the economy," Prince told reporters at the White House.

Republicans want to extend low tax rates - enacted a decade ago under the administration of former Republican President George W. Bush - for all taxpayers, including households earning more than $250,000 a year.

Raising tax rates on the wealthy would discourage investment and hiring at a time of high unemployment, Republicans say.

Congressional Democrats allied with the president showed no sign of backing down from his stance on raising taxes for the wealthy. But both sides have softened on some long-held positions: Republicans have been showing a willingness to consider new revenue increases while Democrats have relaxed their hard line against new savings to the costly government-run Medicare and Medicaid healthcare programs.

With just a month left before the Bush tax cuts expire and automatic spending cuts begin to take hold, markets were anxious about predictions that falling off the "fiscal cliff" could trigger another recession.

"There remains no clarity on the ultimate status on the Bush tax cuts, which have to be resolved before you can move forward with the remainder of the fiscal cliff," said Chris Krueger, an analyst at Guggenheim Securities' Washington Research Group.

MARKETS DOWN MODESTLY

Stock prices declined modestly despite government reports that planned U.S. business spending rose again in October and that single-family home prices rose again in September.

Despite a mild sell-off in stocks, the Dow Jones industrial average closed at about 12,878, up 14 percent from a year ago.

Brian Gardner, an analyst at financial firm Keefe Bruyette & Woods, said a limited deal would likely be struck to avert the fiscal cliff, with larger fiscal issues pushed into 2013.

"Fiscal cliff headlines could have the biggest impact on the market," he said. "Over the coming weeks, we expect many headlines that will raise and then dash investors' hopes ... The next three weeks could be a bumpy ride."

Fresh from his November 6 re-election, Obama was set to hold another meeting with business executives from larger companies on Wednesday and then to travel to a toy factory in Pennsylvania on Friday to press his case on taxes.

Chief executives from Goldman Sachs, Deloitte LLP, Caterpillar Inc, Yahoo Inc, and Comcast Corp were among the group of leaders set to meet with the president, the White House said.

Senate Republican leader Mitch McConnell ripped into Obama for planning to take his agenda on the road. "Rather than sitting down with lawmakers of both parties and working out an agreement, he's back out on the campaign trail," McConnell roared on the Senate floor.

"We already know the president is a very good campaigner. What we don't know is whether he has the leadership qualities necessary to lead his party to a bipartisan agreement."

Obama last met with congressional leaders on November 16. A follow-up session was not expected this week, but could come next week, congressional aides said.

In the interim, little progress was made over the holidays in meetings between the staffs of the White House and Republican Speaker of the House of Representatives John Boehner, aides said.

Ron Bonjean, a former aide to Republican leaders in the House and Senate, said leaders were still checking with their rank-and-file members to gauge what concessions they might be able to stomach. In a week or so, Bonjean said, "the level of intensity will go up" with more meetings.

Senate Democratic leader Harry Reid said he was disappointed there has been "little progress" on a deal to avoid the "fiscal cliff" and warned that "we only have a couple weeks to get something done.

Despite frustration, Reid said he was optimistic lawmakers would avoid plunging off the "cliff," a convergence of an estimated $600 billion in tax increases and spending cuts. "I'm extremely hopeful, and I do not believe that the Republicans are going to allow us to go over the cliff," he said.

While Republicans have not shifted from their opposition to tax rate increases, a few have publicly disavowed a no-new-taxes pledge to which most of them have adhered for years, putting tax revenues, if not higher rates, on the negotiating table.

Also on Tuesday, Dick Durbin, a senior Senate Democrat and close Obama ally, urged fellow liberals to consider reforming Medicare and Medicaid, signaling possible compromise in an area where Democrats have steadfastly resisted change.

"Progressives should be willing to talk about ways to ensure the long-term viability of Medicare and Medicaid" for the elderly and poor, Durbin said in excerpts from a speech.

But he added that Medicare and Medicaid should not be part of the current negotiations on averting the fiscal cliff. On that front, Durbin stood firmly with Obama, urging extension of middle-class tax cuts for 98 percent of Americans.

A source confirmed the latest developments to the MailOnline saying: ?They [Victoria and David] have been looking at houses over the past few months and the future is exciting as anything could happen.

?The thing they are most concerned about is giving the children stability. What is nice about being back in the UK is that they would be close to both their families again.?

Insurers seek to cash in on unhealthy lifestyles

LONDON (Reuters) - British pension providers are asking insurers to identify people likely to die young in a bid to reduce the amount of retirement income they have to pay out.

Pension trustees ask people to provide private medical information. The data is then given to an insurer which may take on the brunt of the liabilities of the pension scheme if it believes members will die shortly after retirement.

So-called enhanced buy-ins are gaining traction for defined-benefit pension plans which promise staff a pension based on salaries. A deal allows a pension plan to transfer the risk of people living longer than expected to an insurer.

"We have found pension plans can save between 15-20 percent using an enhanced buy-in over a traditional insured approach," said Will Hale, director of corporate partnerships at pension provider Partnership, one of the few insurers quoting on enhanced buy-in transactions.

Insurers are targeting pension schemes heavy with expensive executive pensions or those with about 300 members and liabilities of 30-50 million pounds ($48-$80 million) - usually made up of blue-collar workers - to try to weed out the unhealthy and bring down the cost of an insurance transfer deal.

Pension plans ask members to answer a handful of questions requiring a 'Yes/No' response and to give permission for insurers to request a medical report from their doctor.

Insurers may then underwrite the scheme, based on the health information volunteered by the employees.

Hale said Partnership have quoted on more than 50 schemes.

"We are hopeful we will complete the first deal in the next few months," he said.

Currently, around 3-5 billion pounds of business per year is completed via traditional pension transfer deals under which liabilities are transferred to an insurer. Pension consultants expect 10 percent of that market could become enhanced annuities in the near future.

Critics of enhanced buy-ins say the move will distort the marketplace and make it harder to insure healthy members of the scheme.

"It creates a non-level playing field if one insurer has obtained far more information than other insurers", said Jay Shah, co-head of origination at Pension Insurance Corporation.

"Traditional insurers are reluctant to quote on these transactions."

Insurgent attacks kill 21, wound dozens in Iraq

BAGHDAD (AP) ? Insurgents launched attacks against security forces and civilians in central and northern Iraq on Tuesday, killing at least 21 people and wounding dozens, officials said.

Shiite mosques in Baghdad were main targets, along with a city claimed by squabbling ethnic groups in a disputed northern region. The conflicts threaten the stability of Iraq following the final pullout of U.S. military forces nearly a year ago.

Car bombs exploded near three mosques shortly after nightfall in the capital, killing 12. Police and hospital officials said the first exploded near a Shiite mosque following evening prayers in Hurriya neighborhood, killing six worshippers and wounding 20 others. Minutes later, another car bomb went off near Gaereat mosque, killing three people.

Later, police said a third car bomb exploded, killing three Shiite worshippers and wounded 14 others in Shulla neighborhood in northern Baghdad.

Ali Habib, a taxi driver, said he was driving near the Shiite mosque in Hurriya when he heard a loud explosion. He rushed to the blast site and helped take wounded to the hospital.

"The scene was horrific, with people screaming for help," he said. "Such attacks bring back memories of the darkest days of sectarian strife that took place several years ago in Iraq."

In the north, a police officer said three bombs in parked cars exploded simultaneously in the oil-rich city of Kirkuk, the largest city in the area claimed by several ethnic groups in a dispute with the central government in Baghdad.

The bombs hit two Kurdish residential areas in the center of the city. One went off near a main Kurdish party headquarters. Five people, including a Kurdish security guard, were killed and 58 others wounded, he said.

A few minutes later, two bombs exploded in a market in the Sunni-dominated town of Hawija west of Kirkuk, killing two civilians and wounding five others, he said. Also, five Iraqi army soldiers were wounded when militants detonated bombs near their houses in the nearby town of Tuz Khortmato.

Kirkuk, 290 kilometers (180 miles) north of Baghdad, is home to a mix of Arabs, Kurds and Turkomen, who all have competing claims to the oil-rich area. The Kurds want to incorporate it into their self-ruled region in Iraq's north, but Arabs and Turkomen are opposed.

Violence has ebbed since the peak of insurgency several years ago, but lethal attacks still occur frequently. No one claimed responsibility for Tuesday's attacks, but car bombs, shootings and roadside devices are the hallmark of al-Qaida in Iraq.

In the northeastern province of Diyala, gunmen in speeding car showered a check point manned by Sahwa, an anti-al-Qaida group, killing one and wounding two others, another police official said. The Sahwa are Sunni Arabs who joined forces with U.S. military to fight al-Qaida at the height of Iraq's insurgency. They have since been favorite targets for Sunni insurgents who consider them as traitors.

Also in Diyala, a roadside bomb targeted a passing police patrol in the town of Khan Bani Saad, killing a civilian bystander and wounding two policemen, the officer said. The town is about 35 kilometers (20 miles) north of Baghdad.

In the northern city of Mosul, a parked car bomb went off near a house of a Sunni lawmaker, wounding five bystanders. The lawmaker, a woman, was unharmed, another police officer said. Mosul is 360 kilometers (225 miles) northwest of Baghdad.

Five other civilians were wounded when a roadside bomb exploded near an Iraqi military base in the town of Taji, 20 kilometers (12 miles) north of Baghdad, a police officer said.

Three health officials confirmed the causality figures. All officials spoke on condition of anonymity as they were not authorized to release information.

(AP) ? The garment factory in Bangladesh where 112 people were killed in a fire had been making clothes for Wal-Mart, Disney, Sears and other major retailers ? some of whom say they thought they had stopped doing business with the place.

The apparent confusion underscored what some industry experts say is a major obstacle to improving safety in Third World factories: Many major retailers in the U.S. and Europe rely on such a long and complex chain of manufacturers, vendors and middlemen to keep their shelves stocked that it is difficult to keep track of where certain products are made.

Amid the blackened tables and melted sewing machines at Tazreen Fashions Ltd., an Associated Press reporter discovered clothes and account books Wednesday that indicated the factory was used by a host of major U.S. and European retailers.

Among the items discovered: children's shorts with Wal-Mart's Faded Glory label, hooded sweaters marked "Disney Pixar," shorts with hip-hop star Sean Combs' ENYCE tag, and sweaters from the French company Teddy Smith and the Scottish company Edinburgh Woollen Mill. Sears was also among the companies listed in the account books.

The tragedy at the beginning of the holiday season is putting a spotlight on dangerous workplace conditions around the world, with no clear answers to how consumers should react or who is ultimately responsible.

Wal-Mart said that it received a safety audit that showed the factory was "high-risk" and had decided well before the blaze to stop doing business with Tazreen. But it said a supplier had continued to use Tazreen without authorization.

When pressed for an explanation of how a supplier could use a factory without the retailer's approval and whether it happened often, Kevin Gardner, a Wal-Mart spokesman, did not directly address the issue in emails to The Associated Press.

Sears said it learned after the blaze that its merchandise was being produced there without its approval through a vendor, which has since been fired. Walt Disney Co., which licenses its characters to clothing makers, said its records indicate that none of its licensees have been permitted to make Disney-brand products at the factory for at least a year.

Combs' Sean Jean Enterprises did not return calls.

Retailers like Wal-Mart have clauses in place that require suppliers to disclose all factories and subcontractors producing merchandise for sale. But it's hard to crack down on unauthorized subcontracting, said Josh Green, chief executive of New York-based Panjiva, which tracks shipments for factories outside the U.S.

"The reality is you have to have round-the-clock monitoring of every aspect of the supplier's operations," he said. "It's just not feasible."

Green noted that subcontracting is pervasive as suppliers look for ways to cut costs.

"You have relentless pressure that consumers put on retailers and that retailers put on their suppliers to deliver lower and lower prices," he said. "And that pressure is a key reason why you see factories cutting corners."

Bangladesh's fast-growing garment industry ? second only to China's in exports ? has long provided jobs and revenue for the desperately poor country, while turning out the low-priced products shoppers in the U.S. and other countries have come to enjoy. But the industry has a ghastly safety record; more than 300 workers have died in garment factory fires in Bangladesh since 2006.

Labor activists have seized on the blaze ? the deadliest in Bangladesh's nearly 35-year history of exporting clothing ? to argue that retailers must insist on more stringent fire standards.

Charles Kernaghan, director of the Institute for Global Labour and Human Rights, said nothing will change unless clothing companies protect workers as vigorously as they do their brands.

"The labels are legally protected," he said. "But there are no similar laws to protect rights of the worker."

Green said some companies are more conscientious than others in selecting factories. Some pick a manufacturer and do little or no investigation, he said, while others analyze factories' past infractions and pay monthly visits.

"There's a fundamental difference between companies who do the check-the-box approach and companies who are serious about due diligence," he said.

On Wednesday, police arrested three factory officials suspected of locking in the workers who died in Saturday's blaze on the outskirts of Dhaka. Police Chief Habibur Rahman said the three will be questioned. He said the factory owner was not among those arrested.

About 1,400 people worked at the factory, about 70 percent of them women. Survivors said exit doors were locked, and a fire official said the death toll would have been much lower if the eight-story building had had an emergency exit.

The fire broke out on the ground floor, where a factory worker named Nasima said stacks of yarn and clothes blocked part of the stairway. Nasima, who uses only one name, and other workers said that when they tried to flee, managers told them to go back to their work stations.

"Everyone was screaming for help," Nasima said. "Total chaos, panic and screaming. Everyone was trying to escape and come out. I was pulling the shirt of a man. I fainted and when I woke up I found myself lying on the road outside the factory. I don't know how I survived."

Workers expressed support for the factory owner, Delwar Hossain. Mohammad Rajib said he is "a gentle man" who heeded workers when they protested for more pay and against rough treatment by some managers.

"He took action and fired some of them," he said. "He did not sack any worker. He told us: 'You are my people. If you survive, I will survive.'"

New methods for cooling of ions developed

ScienceDaily (Nov. 26, 2012) ? Among the most important techniques developed in atomic physics over the past few years are methods that enable the storage and cooling of atoms and ions at temperatures just above absolute zero. Scientists from Bangalore and Mainz have now demonstrated in an experiment that captured ions can also be cooled through contact with cold atoms and may thus be stored in so-called ion traps in a stable condition for longer periods of time. This finding runs counter to predictions that ions would actually be heated through collisions with atoms.

The results obtained by the joint Indo-German research project open up the possibility of conducting future chemical experiments to generate molecular ions at temperatures as low as those that prevail in interstellar space.

Scientists of the Raman Research Institute in the Bangalore in India and the Institute of Physics at Johannes Gutenberg University Mainz (JGU) in Germany combined two techniques for their experiment. They captured neutral atoms in a magneto-optic trap, cooled them with laser light to a temperature close to absolute zero at minus 273.15 degrees Celsius, and also stored charged particles in an ion trap. For this purpose, Professor Dr. G?nter Werth had to set a Paul trap as used in Mainz in India, where it was combined with a magneto-optic trap. It was thus possible to trap ions and cold atoms at one and the same location to observe their development.

"The question was whether it would work at all," explains Werth. The experiment with rubidium ions and rubidium atoms then showed that the particles did actually exchange energy. The ions were effectively cooled during a collision with the cold atoms. As the scientists write in their article in Nature Communications, there are two fundamental processes that determine the outcome. During continuous cooling, the atoms indirectly extract energy from the trapped ions. In addition, the collision between ions and atoms causes both to exchange their charges and results in the transformation of a 'hot' ion into a 'cold' ion. As it is possible to maintain a constant concentration of atoms in the reservoir of the magneto-optic trap, the system has the capacity to cool a larger number of ions without immediate exhaustion of the atom reservoir.

The interaction between ions and atoms is particularly interesting to physicists because it is thought that similar interactions might also occur in the coldness of outer space. "The expectation is that the interaction of ions and atoms at very low temperatures will result in the formation of molecular ions. This is a process that we believe also occurs in inter-stellar space," says Werth.

Retinal implant could let visually impaired 'see' Braille

An "artificial eye" is still a long ways off, but researchers have made the low-resolution devices now available useful in a new way.?Instead of trying to replace vision entirely, they only "translate" text, presenting it to the user in a more familiar format: Braille.

Today's retinal implants are promising and allow people suffering from certain kinds of visual disability to see very rough shapes and contrasts. But with a resolution of only a few hundred total pixels, they are unable to display the world in anything but the lowest fidelity.

But replicating vision isn't just about the view. Sighted people take the ability to read things like?street signs and menus for granted, but not only is this difficult or impossible for most visually-impaired?people, there are relatively few accommodations available, as there are for things like crossing the street or using an ATM.

With this in mind, the team at Second Sight decided to modify?an Argus II retinal implant system, in which visual signals are presented to the retina in the form of electrical signals. They hooked the built-in camera up to software that translates text it sees into Braille, and then sent that signal on to be displayed by the implanted electrode arrays.

Low resolution isn't a problem for Braille, since letters are represented as dots in a three-by-two grid rather than using the lines and curves of standard glyphography. In testing, they would show up to four letters at a time ? not efficient for reading longer sentences, but?enough to quickly differentiate between "left" and "right," "open" and "closed," or "men" and "women."

Their test subject?had limited success with the system: Already a user of Braille and the Argus II implant, he was able to identify letters correctly 89 percent of the time. But as the length of the word grew, success rate fell.

Still, any improvement over the previous system, in which the highly pixelated image could barely show letters or words at all, would surely be welcome to users of the implant. While for reading books and articles, Braille is much faster, that option doesn't exist for many signs and other pieces of writing.

At the moment, retinal implants are still something of a rarity; while hundreds of thousands could potentially benefit from the technology, they are still in a relatively early stage of development and have not yet entered widespread clinical testing. But whenever they start to be prescribed to the general population, having helpful alternative modes like this one could be very important to the people for whom they are intended.

The paper describing the research, "Reading visual braille with a retinal prosthesis," appeared recently?in "Frontiers in Neuroprosthetics." The lead author is?Thomas Lauritzen of Second Sight, in collaboration with colleagues from?Brigham Young University and two French vision research institutes.
